So my friend’s CPSC helmet? Perfectly legal. A European EN 1078-certified helmet brought in by a traveller? Also fine. This is one of the things that makes AS/NZS 2063:2020 genuinely distinctive. The 2020 edition expanded the standard’s scope well beyond bicycles. It now explicitly covers helmets used with:
